Is the Army about to repeat the same talent management mistakes it made in the late 90s?

if you mess with me you are going to get stuck and you won’t even see it coming

Few too today remember the Army of the late 90s, if you were around then, imagine an Army that couldn’t keep the best leadership talent because the civilian sector was booming and jobs were plentiful. Our country is now at a point where the demand for jobs is at a near decade + high. I predict there will soon be a great exodus of talent as junior and mid grade officers and NCOs realize their talents can be better compensated in the private sector. The question is, how does the army prevent its talent from being attrited?
